POSITION OBJECTIVE

Plans, manages, and produces/delivers multimedia-based programs and modules (including, but not limited to, web/computer-based technology, video, animation, graphics, digital audio, and photography) to support training programs for new hire and incumbent employees across MNR. Evaluates, recommends, and implements multimedia learning activities and other programs to build future capabilities to support Metro-North Railroad in meeting organizational goals, including, but not limited to, professional skill development, technology and process improvement, and safety. Recommends and develops more efficient and effective methods for delivering training. Manages and delivers day-to-day development activities and follow-up. Coordinates with staff in client departments across MNR regarding all issues concerning development and implementation of the relevant programs. Analyzes employee performance issues, including safety-critical issues, and recommends and implements training and non-training recommendations to address those issues. Manages resources associated with the relevant programs, including vendors and other external resources. Coordinates with other senior managers in the Department on planning and implementation of shared and complementary training responsibilities. Coordinates with peers in the Training Department to implement joint program initiatives, address logistical/resource issues, and support shared program development efforts. Contributes to assessment of team needs and establishment of plans to address those needs. Delivers effective customer service to business units.

RESPONSIBILITIES

Manages day-to-day activities associated with all relevant programs, including programs delivered in-house and by external contractors. This includes, but is not limited to, planning and production of multimedia programs and modules (computer/web, video, digital audio, animations, graphics, photography, etc.), evaluation and improvement of effectiveness/quality, organization of production schedules, and daily management of vendor performance and resource management. Ensures ongoing alignment of efforts with Training Department and client goals and needs. Addresses issues in collaboration with unit management, and as appropriate with vendor management.

Serves as a consultant to other Training Department units and client departments in assessing needs and identifying multimedia training and non-training solutions to address those needs. Provides systems/technical support and training to internal staff and clients as appropriate to implement system-based programs and technologies. In collaboration with team/unit leadership, coordinates among various teams and subject matter experts at all levels across the agency, as required to develop, deliver, evaluate, and improve multimedia programs and new learning and program support technologies. Delivers and/or facilitates training programs and strategies as required.

Assesses the relevant multimedia programs on an ongoing basis, recommends changes as appropriate, participates in program design and development as required, and implements resulting changes. This includes, but is not limited to, quality improvements, delivery methodologies and mechanisms, and feedback/coaching strategies. Assesses and reports on program progress and effectiveness. Supervises research/testing of new learning technologies, equipment, software, and applications. Develops and manages hardware and software acquisition/upgrade plans.

Effectively manages all aspects of projects on an ongoing basis to meet goals and deadlines. Maintains a strong alignment among unit/team, Training Department, and client department goals and needs, by working closely with Training Department and client department leadership to identify and implement multimedia programs that match organizational needs. Maintains effective ongoing communication within the unit/team, with other Training Department teams, and with other MNR departments.

Keeps current with industry-leading training trends and operational trends through participation in MNR meetings, benchmarking, external partnerships and industry affiliations.

As needed, handles other responsibilities as assigned.

REQUIRED EDUCATION/EXPERIENCE

  • Bachelor’s Degree in Media Production, Communication, Training and Organizational Development, and/or another relevant/related field.
  • Minimum of five (5) years of relevant experience. Experience must include: Production of instructional, documentary, and/or informational multimedia programs, including video, graphics, audio, and/or photography. Experience with relevant learning technologies, including computer-based design, production, and implementation of interactive training programs.
  • Minimum of three (3) years of experience managing staff or projects.
  • Demonstrated experience with relevant multimedia authoring and editing tools.
  • Certification in training and/or program development, or ability to rapidly obtain relevant certification.
  • Valid driver’s license required.

PREFERRED EDUCATION/EXPERIENCE

  • Supervisory experience.
  • Experience working with a unionized workforce.
  • Knowledge of MNR safety practices and/or comparable safe practices for working in a railroad or industrial environment.

OTHER INFORMATION

This is a safety sensitive position and subject to toxicological testing.

SELECTION CRITERIA
